My personal theory is that the boy that you play as is the Kazoo Kid, and this is his dark backstory

I was in Disney land when I watched this, gave me trust issues with the animal mascots. My parents wondered what was going on I had to explain everything in front of the mascots as they made fake laughing gestures whenever I got to the dark parts. I also have a problem with how tall the mascots are.

if she knew then wouldn’t she want the husband to die if hey were divorced and having issues
I reckon the dog in the game reminded her of her husband/ex-husband? due to him maybe being the mascot? and so thats why she said that she would have shot the dog, because she feels bitter towards her husband.
Pretty sure the dad just played baseball on a team with a dog mascot, don't think he was the mascot himself while on the team.

This theory adds up with the mom saying "I would have shot that annoying dog" if the dog was really his dad.But how did he get cursed into the cartridge in the first place anyway? Is there some kind of conflict between his mother and father which caused him to get into the cartridge for example, THROUGH AN OUIJA BOARD? How about those magazines that Mat mentioned about her mother reading? Is the dad cheating on someone or just does not spend enough time with the family which caused the mom to be like "Since you like so much being in that dog costume and games why don't you be stuck in them forever?!" and did a ritual using the ouija board to put him in the cartridge? She wasn't probably aware what the consequences are if she were to shoot the dog in the game or probably makes her think if her son shoots the dog down he would simply die from the curse since he was trapped in there. There are probably major flaws in this since I made my conclusion up from watching this video and not even seeing a gameplay of it once but hopefully this could be a hint.

I think I know.... since they were divorced, they must of had a HUGE fight for the relationship to fall apart...maybe he went crazy and started killing people, and the last target was Mom, because of the divorce and/or what she did. yes I know I'm early though lol
I actually do have a theory or idea that the dog is his father and the person in the pictures are his step father
So my idea is
The child's mother left the man in the dog costume after having the child broke up with the man in the dog costume for his smoking habits I'm not sure how be would have gotten into the game.
I feel like the dog knew the kid was his and has very low tolerance and when the child shoots him he snaps and gets revenge on you and your mother
