If you modify the config file to restrict it to VGA only you could probably resolve the graphical glitches at the expense of being stuck in 16-color mode. That first ME boot uses VGA and didn't have any glitches, they only appeared once the hardware detection was performed and the video driver was changed.

Using Windows, even 3.11, below 640x480 is bad, and 16-colors even allow you to go up to 800x600 if you are willing to drop the refresh rate to 50Hz. It comes to no surprise that Windows favored higher resolutions over higher color gamut, since it wasn't exactly used much for multimedia those days. Also, VGA has 262,144 colors from which those 16 or 256 are picked from. All these limitations are probably due to limitations in both memory size and RAMDAC capabilities.
Given how glitchy "Wiindows" 95 was for you, I’d be amazed if ME would work at all. Now that I think about it, I’ve had strange mouse cursor issues similar to yours, but it happened when I attempted to install Windows 98 on a throwaway Compaq Proliant server. It would even produce Mainboard failure messages on bootup. But when I reverted it back to a dual boot of Windows 95 / NT4, the problems went away.
Maybe that system wasn't compatible with Win95? I mean it makes a bit of sense to me, newer PCs won't run a DOS-based OS at all, and a quick Google search tells me Win95 was dropped in 2001. Dual-booting with a newer OS may have fixed a compatibility error or something. I don't know too much about this stuff though, I'm just a teen with a hobby in retro gaming lol
The server I acquired originally had Windows 2000 on it, which was a bad choice on a Pentium Pro. I suspect it had NT4 before that, which was usually the optimal choice on such hardware (aside from perhaps OS/2 or Linux.) Neither 95 nor NT gave me any issues, and I never did figure out exactly why 98 gave it so much trouble.
What I’m curious about is if something like Mac OS 9 can run on the Wii, considering MacOS 9 runs on PowerPC, and the Wii runs on the PPC architecture as well.

I believe the artefacts are due to inaccuracies in the display emulation for Windows on DOSBox. DOSBox was actually forked into DOSBox-X specifically because of the Windows incompatibilities
You gotta admit, at 17:16 that is a pretty rare BSOD right here, because most Blue Screens you see are all the same with the difference being the error codes.
I think the reason you got that error about MSDOS8 is because that's the version Windows ME ships with (it's not a stand-alone version of DOS). I think DOSBox tried to execute Windows using it's built-in version of DOS, which isn't compatible with DOS8, or at least Windows thinks it isn't.

This exact same thing happened to me when I first tried installing windows 95 in dosbox. I fixed it by changing the cpu type in the config file to 386.
I was screaming at my computer Well watching this video. LOL, I installed windows millennium on a 25 MHz Tandy sensation (486sx). All you have to do is launch setup from a command prompt instead of just double clicking the executable. setup.exe /NM The above command will let it ignore the 150 MHz barrier.
You could have upgraded windows 95 to IE 5.5 or 98 to 6.0 latest direcX and then procced installing windows ME -You could also update windows media player to the latest since it installs media stuff
The wii has to be one of my favorite consoles to mess with, I'm so happy I managed to get two of them from eBay for like 15€ + about the same in shipping about a year ago, one of them was even the gamecube backwards compatible model so I can play my totally legit gamecube backups on that thing through an SD card, they just play a lot better with a real GC controller instead of using an emulator

How I ran Windows 95 on my Wii was from booting a disk image of Windows 98 which was pre installed on the disk image. It was slow, but on my experience on Wii it did'int have any weird visual glitches, and I tried using it as a personal PC. That was'int a good idea. XD

It could also be the drivers that are allowing higher colors and higher resolutions even tho the drivers dont work so it defaults to vga. I believe that since we have seen that it wont go higher than 480p but it is set to 256 colors. Going higher than 480p just shows a black screen. And so the fix would be to set the colors to 16.

Gonna be honest, I'm pretty sure that the wii screwed up both configuration files for dosbox on your wii and your PC, and i for one wanna know how and why it did it
by the way, to fix the display errors you need to turn down the colour depth in the display settings from what I have read (don't know if you have done this already :p)

Windows 9X is generally unstable and dependant on the driver you use, in DosBox its not the Wii itself, and 9X support is kinda "in beta" in Dosbox-X

Not all 9x were unstable. 98SE was super stable for example.
