Only with an Arduino or if the ipad has cellular capabilities, you can open it up, remove a resistor it will go into DFU mode, you restore it on windows and it will turn into a wifi only model, with no iCloud

Ah, but you did bypassed it! Good. Now go into the app store and sign in there, go to your purchases and download whatever apps you have downloaded before. It will tell you that those are not compatible, and give you the option to download an earlier version

The wording on the final dialog makes it sounds like you have to put it in DFU mode AFTER bypassing it, not before.

You need to already have an icloud account and your apps in another idevice, then use that account to log in the app store, not in the icloud

Just follow my instructions. Specially pay attention when the update finishes, you make sure you get it into DFU mode and run the exploit on Sliver
