In my observation, DC seems to produce better animated series (if not just animated *work*) than Marvel on the whole. For some reason, though, Marvel seems to produce better live-action work with shorter-form storytelling. Ex: DC has THE ENTIRE FRICKIN' TIMMVERSE, but has struggled (until recently, now that I think about it) to come out with non-Batmovies that can generate similar buzz or enjoyment. Marvel, on the other hand, has had a Timmverse worth of movies and mini-series but outside of 90's X-Men and Spider-Man cartoons I can't remember any other animated shows.

So Batman would be putting the cancer in the person, but its completely up to the person's willpower, genetics and degree of medical treatment that will determine whether they live or not. So in short, we can kind of see this weapon as the only way Batman can kill anyone without any personal trauma, although I imagine there still would be some. P.S. it could also give a person time and a chance to repent for what they did.
