I'm pretty sure the release date for this maybe March 15, 1999. Disney advertising the rental VHS tapes and "The Great Mouse Detective" proves they were too eager to push home video sales. Also, "The Little Mermaid" was in moratorium but we don't have to follow the Disney Vault rules.
