how do you know if the inner should be changed as well?

When you do the side to side play put you hand on the inner tie rod and feel for play

Should the tie rod end be torqued? if so what is the torque spec?

Thanks for watching really appreciate it. I'll be honest just tighten it best you can that's it. I always use 1/2 inch Ratchet and socket
