Mary Elizabeth's voice fits the Major more. Maybe because Stand Alone Complex was the first I saw and loved, but her voice fits Major more than any of the other voices.
Elizabeth Maxwell is really great as Motoko and Winter, but Mary McGlynn is still the best Motoko; she voiced the character the most out of all the VAs here.

The Hollywood version of GitS certainly had its issues, but Scarlett's PERFORMANCE was not one of them. She managed a voice that was very close to Alison's, with a bit of gravel sprinkled in. I still think Mary McGlynn's performance is the most iconic Major, but her voice is quite a lot harder to emulate.
Mary Elizabeth McGlynn, her voice inflections match what the Major is in my view. You can hear the sad, hurt and resigned tones in the voice which tempers her up beat actions over all. GITS is my all time anime favourite. Shame 2045 has moved away from old style drawing to 3D which is far to far away from classic styles :/

I wanted to be mad at GITS Arise because the younger Makoto meant no Mary, however they found a way to work her in there... so I didn't feel totally betrayed like with Blood + & C.

Because she was trying to hard to sound like Mary, her voice ultimately has no personality, in my opinion. Having Mary Elizabeth voice the Major in SAC, and then to have her voice Kurutsu in Arise, was to put it nicely, extremely confusing. Whenever the Lieutenant spoke, I heard the Major, and when the Major spoke, I heard an imposter. It was so weird. Why didn't they just swap them? Is it supposed to suggest that the Major adopted the Lieutenants voice?

Mary Elizabeth McGlynn is the best. She captures all of the qualities you would expect the major to have such as her intelligence, her down-to-Earthiness, her pragmatism, and her maturity. No other voice actor can match that, but I do think Alison Matthews deserves an honorable mention. Also, the major's visual design in SAC is the best iteration.
All the voice actresses had a similar yet different approach to voicing her. While Mimi Woods is the first to voice Motoko, Mary Elizabeth McGlynn practically defined her in shows and animated movies, or at least that's my opinion. Mimi's take was focused on a very philosophical Major, wheras McGlynn's wasn't really that much about philosophy. Alison Matthews voiced Kusanagi in the OVAs and one thing that I note that makes her differ from McGlynn though they spoke essentially the same lines is that Matthews sounds like she's simply reading the lines, while McGlynn sounds like she's acting as the character. Elizabeth Maxwell is really just mimicking Mimi Woods' take on The Major, which actually sounds appropriate given that the time Arise takes place is just before the events of the first movie. Scarlett Johnansson is doing her own thing, but I guess it's probably going to be the best take of what Motoko "Major" Kusanagi would sound like in real life.
Furthermore, I really did want Milla Jovovich to be the live-action major after seeing Ultraviolet, but I will still give Scarlett points for doing her best.
