I feel so sad for everyone involved. This is just tragic.
I actually thought Cody was about 7 years old when he talked about his video game to the first officer (that didn’t give a crap about building rapport), I had no idea he was 17. Kudos to the two officers who took gentle care of Cody during the interrogation, they did very well.
The foster parents seemed so well-meaning and took an interest in their foster kids. Cody should have been better evaluated by CPS before being placed in a family; seeing how dangerous he was, being psychotic he could have hurt anyone in the family. I don’t believe the foster parents were purposefully neglectful, just trying to make the best of a challenging situation created by the kids that were placed with them.
Thank you so much for picking this case to present to us ❤

The most likely scenario, at least to me, is that Dominic was not playing by the "rules" of the game Cody set (i.e., claiming he's invincible). Dominic was making up rules that would make him the default winner of their game, as many five year-olds do, and Cody became angry and frustrated to the point where he beat Dominic with a brick (perhaps to prove to Dominic that he wasn't, in fact, invincible). Whether the drowning was an extension of that rage, or from an initial attempt to wash off the blood before realizing he'd injured the boy too badly to let him live, is less clear to me. In any case, I don't think Cody was hallucinating; I think the murder was the result of an emotional outburst, perhaps followed by an attempt to cover it up.

They wrote a book about something like this. It was called: Of Mice and Men.
Basically, there's an adult character named George whose huge and strong, but has the mentality of a 7 year old.
A woman tried to bang him and he ended up hurting her because he didn't know his own strength. She started screaming and he wanted her to be quiet so he didn't get in trouble so he shook her and snapped her neck.
This is pretty much the exact same thing. The 17 year old is way bigger and stronger than the 5 year old but they both have the same mentality. They probably got into a fight but the 17 year old not being able to control his emotions, because of his developmental delays, ends up brutalizing the 5 year old. He doesn't admit to it because he doesn't want to get in trouble. He knows what he did was wrong, but he'll forever be a kid that doesn't know any better.

IMO having a younger brother a lot like him, they were likely playing Cody’s game. Had to be HIS rules and get very upset if you don’t go by those rules. The poor boy was being a 5 year old and Cody takes these “games” far too seriously. He claimed he was invincible he even visibly got upset when he said “Dominic said he’s invincible and I was like NO you’re not” and said that’s not how the game worked on the boys side, but likely on Cody’s. He was the only one invincible. Dom being 5 and a “normal” child likely got sick of it and no way possible to win or just “free play” and have fun, threw a rock at him or maybe hit with a stick and said see you aren’t invincible and it probably set him off. I could see something like that happening, which is why he should’ve never been left alone with any child or animal.

Thats the thing with certain people I never sort of understood - why people seem so wasy triggered into a state of jealousy. I don't get really jealous and never understood it. I understand being treated unfairly but to me being jealous ,in particular when you really shouldn't be ,is an indication of personal emotional - development issues surrounding selfishness insecurity and narcissistic tendencies.
I have often heardmutual friends secretly tell me f--k this one and that one because something great or fortunate happened to them and my default thinking is great I am happy for them because I would expect the same. Also I find people pick up on this and when something good happens it benefits you too sometimes and even if it doesn't you are happy because you don't want to see your friends in bad circumstances or situations. I find that is also a very good way to discern a true friend from a devious fake friend. If good shit happens and people are indifferent or seem jealous that's a sign of a poorly integrated emotionally immature even toxic personality . I recommend severing the friendship as these people usually turn out to be a cause of anything negative in your life as their jealousy and envy can manifest in negative ways against you.
Being a very jealous child could be a possible indicator of the type of person you grow up to be. Are you still like this??

@@AMunoz-rh9cz One of the issues with things like this is that there just isn't the funding or capacity or support for things like this. The unfortunate truth is that families and parents like this, the ones that are willing to take on multiple kids regardless of their issues are a literal godsend because there just aren't enough people willing to do it, nor is there capacity in facilities you talk about to handle even a small percentage of the cases that actually need help.
With kids like this, for various reasons, you generally won't really know their history, or if you do, won't know the full extent, and even if you have some idea, they won't necessarily have ever had the kind of support for them to have had a detailed evaluation to place them where they need to be. So they end up in the foster system. If they're lucky, they end up in places like this with a family that actually seems to have their best interests at heart but that can be complicated by them not fully having the understanding or training to deal with them.
The sad truth is that for every Cody (who was ostensibly lucky, but still ended up being failed by a system that marginalised him), there are a thousand who slip through the cracks and end up in a facility or foster situation that is dramatically worse, outright predatory, or, as is more likely to occur, are just ignored completely.
Some people want to point to Cody and say he is inherently evil, some want to single out his foster parents here and say they were incompetent, others will say it's the governments fault etc.. From what I've seen, most individuals like Cody have significant histories of severe abuse and trauma in their lives, especially in their early childhood. It's no doubt Cody will likely be found psychologically incompetent to stand trial, and will very likely end up in a facility just like my workplace. That's unfortunately the only sort of place that could ever keep individuals like Cody safe from hurting others (& often themselves as well.) To even be around people like him, all staff are required to complete regular/rigorous safety training procedures, including how to implement nonviolent restraints to violent individuals - which is to say, it takes a LOT of work/knowledge/experience to even be considered remotely capable of fulfilling a care-giving role towards individuals like Cody. My nephew is like Cody, but he is 12. My parents have custody, because my brother & his wife lost their rights and then my brother ended up dying. Anyways my nephew had a brain injury when he was a toddler and he is still like 5 years old & he’s very aggressive. He hits my 71 year old mother in her head and punches her in the stomach. He hurts animals. He’s scared of everything too. He won’t go swimming, because of the bugs in the pool etc. He was recently kicked out of school for being aggressive in school too to the other kids. My parents have a hard time and the state doesn’t offer much help. The drs aren’t very helpful either. Well recently my niece & nephew had an opportunity to go with their mom for a visit and possibly move back with her if she passed her drug screens, but when she took both kids, she ended taking both kids back and didn’t call again for a month. When she finally called, she admitted that she only wanted my niece to come back and didn’t want my nephew. I’m worried he’s going to hurt my parents when he gets a little older, I told my parents that he needs to go to a mental hospital, but they tried before and he wasn’t able to go. It’s crazy, because I see so much of the way Cody is compared to my nephew and how scary it can be, but I also know my nephew is a loving and kind boy too. It’s like with brain injuries, something switches in their brains and he flips out. I feel bad for him, because I know where he’s come from to the conditions he lives in now. It’s like night & day. I feel bad for my parents, because they’re old, but sometimes they feel so helpless when it comes to getting him the proper treatment or drs to help. Anyway, I wish the state offered better treatment facilities for care for kids with these conditions, but unfortunately it’s basically long term care or short term care. Sorry this is so long btw.

Social workers very often do not know the child's history or support needs. They frequently have to place children without even being certain of very obvious things like specific ages when it's an emergency or short notice placement. They'll just get a call from authorities that a child(or children) needs to go somewhere, a brief description of who they're placing, and maybe circumstances of why they're being placed. It's not that uncommon for kids to enter the foster system with absolutely nothing - not even a tooth brush and pajamas. Kids don't usually become foster children in transparent, voluntary ways from parents ready and willing to disclose everything they know. Sometimes foster families are able to get a ton of info or are even able to talk with previous foster families which is great, but it's not really realistic for everyone to be able to get all of that every time.
What I find really interesting is that two unrelated kids with an 11 year age difference were allowed to play together unsupervised. My understanding is that foster children *cannot* babysit other children in the home and that children under six have very strict supervision requirements.

RiseQuartz2 It is easier to blame the parents than to accept what a child is capable of. In the world today, kids spend their days playing video games, in their house, alone, interacting with friends online instead of in person. Most parents are at work, and expect their kids to come straight home, not to leave the house or let anyone inside. This is the world for most kids today. Are the kids neglected?
I grew up before Internet and before “latchkey kids”. Most moms didn’t have full time jobs or careers. They were home when the kids came home from school. We had our after school snack then we went outside to play with our friends, unsupervised, until supper. We’re we neglected? Should our parents be blamed for what we did?
We can always find someone to blame. That’s easy. Much easier than holding someone accountable for their actions, even when it is a minor.
Neglect is not allowing your older children to be home alone, on the family’s 20 acres with grandparents and aunts and uncles who have homes on the same property, all within a few 100 feet. These kids were not neglected. Cody had never shown any signs of harming others. But when you blame the parents of neglect, do realize the harm your causing the family? Blame is nothing more than finding the easiest answer with the least amount of effort. We could blame your parents for not teaching you how wrong it is to accuse someone of something based on nothing but your opinion. False accusations ruin lives of innocent people everyday. Do you want to be blamed for ruining the lives of innocent people? If not, then stop and think before you beginning looking for someone to blame. We are all responsible for our own behavior. I can’t blame my mom for the things I do. I know right from wrong. Cody knew right from wrong. Cody showed no signs that he was capable of murder. He was mentally challenged, but so are many people, who are also not showing signs of being capable of murder. Should their parents supervise their every move 24/7 ? At what age should the parents stop supervising them? When is it safe for the parent to go get ice cream without leaving their children at their house with relatives on the property?
Don’t be that person that recklessly ruins lives with blame.

I wouldn't have turned my back on him myself let alone left him alone with a 5 yr old who throws temper tantrums only supervised by a 12 yr old girl reading a book...

@@JokerInk-CustomBuildsas someone who has been through the foster system, I find that most people who foster (especially several children at the same time) are only doing it as an “easy” way to make money. It’s so sad to see something like this happen as these adults truly failed this poor child. Sending a known violent 17yo out to “play” with a 5yo because you don’t want to be bothered / have better things to do makes me furious. They should have been held accountable as well for their negligence. If you have to restrain a teenager from being violent towards others there is absolutely NO reason he should ever be left alone with a small child.
He needs to be given mental help and should have been placed in a proper institution . Incarcerating him will only further his mental decline and he will be a target for so much abuse by other inmates. The system is disgustingly damaged, and from end to end this case clearly exposes that.

I am just saying they are essentially bringing a kid that was known to be troublesome in some form or another into their family...

It had to be obvious that there was something not right with Cody and for the life of me I do not understand why they would leave him unsupervised with a small child any damn way! So you just leave the house to get ice cream, a five yr old's dream, and say he didn't want to go!? I find that hard as hell to believe! No, you just didn't want to take him! And then you think it's ok to leave your teenage daughter who then goes to chill and lay on the couch to read a book while mentally unstable Cody is outside with a small child. I think his partial truths are the best clues to what happened. They were “playing bricks” needed to be explored more. Knowing kids, finding things lying around to include in an outside battle game is just routine. Sticks make great swords and guns, Dominic was apparently tossing stones and Cody may have retaliated with a brick. Seeing a big injury, and with the little guy probably crying, Cody would have been doing everything to hide what he did and quieted Dominic. He huddled in a ball when adult men yelled and wanted to avoid being in trouble. So then, take Dominic to the river to wash his face but the younger one didn’t stop crying so he held him under until it was quiet. Then hide what he did and never tell.
Self preservation and thoughtlessness. Basically two little kids playing and one wasn’t prepared to be responsible for hurting the other so he just took the fast, “easy” out. Then out of sight, out of mind. Blame the man in the cloak.

They were escorted everywhere, even to the bathroom. When they were outside for recess we tried to have a 1:1 ratio of staff to students but still had highly trained security staff to call in case a student needed to be physically restrained for harming themselves, others, or destruction of property- usually it was others. All staff were trained and tested consistently on nonviolent restraint (we went to actual classes from different programs and became formally certified every year, idk what this kid's guardian was doing) and other emergency procedures, and we had even more certifications from a million different first aid/medical programs. This is the bare minimum to work with kids like Cody. The fact that they let this kid out of the house unsupervised is mind-boggling, but allowing him to watch another, younger, smaller child is BEYOND.

Cody really reminds me of the "I'm going to release my bipolar" dude. By the way he talks with the police. I'm pretty confident he is lying on the stand but I don't think that he is doing that to deceive ppl, but as EWU mentioned, to get out of a bad situation as his defence mechanism. Therefore I believe that he truly doesn't belong to jail but to a mental hospital where he can get proper treatment and can't hurt anyone.

Why the hell did they think it was ok to leave a 5 year old with a child who has the mental capacity of a 6-7 year old and who has always had severe anger issues??? I just cannot make sense of this at all. At all.

Sounds like the twins were being parentified, having to look after their parents' foster kids all the time. They should not have been left in charge, being that they were 12 years old at the time. They easily could have been hurt by Cody/other children or overwhelmed by an emergency. As someone who was watched by my older siblings who were not responsible, and was abused by them, this is a hill I will die on: kids should not watch kids. This is a job for adults.
By the nature of how it was run, with the parents bringing in kids that needed a lot of special attention but pushing some of that responsibility off to their other children, a tragedy in this house seemed inevitable.
I don't know if Cody necessarily has psychosis, it sounds more like he's drawing from his memories of the books he's read and stuff he's seen on tv/games to embellish and construct new stories. Percy Jackson, Harry Potter, Wreck it Ralph, Skylanders, etc. His goblin defense sounds like another lie cooked up by combining aspects of his favorite media, probably with the aid of his lawyer's coaching.

I absolutely agree with you. My sister and I were given entirely too much responsibility over the foster children. It's too bad my parents didn't know any better, but that's just it. They didn't know.

Yep. I was literally taken out of high school as a teenager and “homeschooled” - I was doing bs courses on the computer that I eventually gave up on - because my parents needed childcare for my 3 year old brother and my infant twin brothers. They basically saw me as a mother and I literally had no life until I moved out at 17. It was extremely stressful and I was incredibly depressed and still don’t speak to my parents to this day.

@@lonesomebeetroot3376that's so messed up, I'm so sorry that happened to you. All children deserve a childhood. It's so tiring/stressful just caring for one small child let alone three, it would be impossible to focus on studies in that situation even for a well-paid nanny.

It makes me so sad that the family clearly wanted to help children but would bring small children into a home with someone who they've said hurt their animals and was extremely volatile. It's really heartbreaking that a cps agent was likely aware of this and still placed the little boy there.
We've had alot of cases with cps where it went to Supreme Court cause children were taken when they should have never been removed from their home and the children were placed in sometimes worse homes. I had a friend who fought for ten years before it reached Supreme Court and it was found in almost every case the "evidence" for why the kids were removed was "lost". It took years of telling her she can legally record and not to tell them before she did and none of her recordings matched up with their case notes. This is in a different area of the state of Iowa, but none the less the same state as where this happened.
When I say we need our cps reformed, it's an understatement.
