Controllers fast speech was bad, but when 253 heard 300 cleared for takeoff on 22, why did he at least not ask for clarification before crossing the now hot runway?
These runway incursions don't seem very frequent but anyway why don't they install some gates that closes all taxiways intersecting with the runway whenever there's a plane landing or taking off? or at least traffic light or digital signs clearly visible!
I'm not a native English speaker, but I could understand her quite well. BTW, if a pilot cannot understand the ATC instructions, he shall ask for repeat and clarification.

Her speech was fast, but she clearly didn't tell him to proceed and he didn't repeat that instruction back to her as he claimed.
We very nearly had another tenerife situation but in perfect visibility.
