I don't really know how these cheats work, so if you have the time to check what happens if Leon picks up the key before Ashley ('cause the button showed up and you let Ashley pick up the key), just let me know. It'll probably be just softlock.
Also, the enemy placement when Ashley re-visited her normal path makes me think initially they wanted to make the area accessible for backtracking, but then they just decided to lock the area and didn't delete enemy placement. That's why there's so many Zealots there.

go to camera | Mercenaries, then check the "Freeze Z (Altitude) then check both of checkbox below.
when on the game press CTRL + U to activate up and down, then you press CTRL + I to go up and CTRL + K to go down
