A bit belated but you can probably find them at a local hardware store. I don’t know if you’re in the US but there it’s places like Lowe’s, Home Depot, Ace, and Tractor Supply.

Are they actually gone or just need to be cleaned? If they need to be cleaned spray something like WD-40 on them and use a wire brush. Then try running the bolt in and out of the nut a few times. If the weld nuts are actually broken off you'll need to find a different entry point into the frame and use the fishwire technique to install hardware. The weld nuts being lost inside the frame shouldn't cause a problem. If you want to get them out you could use the same entry point as for the fishwiring and get one of those long magnets for getting bolts in enclosed areas or a long grabber tool. We occasionally use a magnet tool like that to get fishwired hardware out when we're test fitting hitches.

there in there just rattling around not sure how safe that is there not connected or welded to the frame, can they be removed
