Sri Lanka has enough Expertise to organize this locally just buy the printers from the most reputed suppliers in the world and do the Data processing locally!!! How complicated is this? If Sri Lanka needs to grow local Enterprises ( especially in IT) give all opportunities to locals!!! that is what China, USA even India does!!.How did Colombo Stock Exchange Project undertaken by DMS eventually grew to Millennium IT and acquisition by London Stock Exchange and grew beyond? ( Perhaps Ajith Samaranayake, Tony Weerasinghe might help , BTW I have no affiliation to any of these Institutions or Individuals)
