You might be right, but I don't think so. This is very gamey and the card reflects a total fluke. Also, I don't think you technically skip the roll, just because you can't succeed.
they don't appear to be following the rules as i read them... for example in the ending step of the 1st turn of the Kaiser, his opponent, Mike(?), should have done his remount checks and both players count victory points... which means he would have had the 2 bailed tanks available in his 1st turn. page 38 of rule book... and as i read the book, victory points are at the end of each players turn... not at the conclusion of the full turn. Thoughts?

I think we realised that in the later turn. But yes, we missed a bit there.
