There is only one Sheriff in a county. Another thing about the office of Sheriff: They are the only ELECTED Law Enforcement officer. All others are hired or appointed. (Dog Catcher is not an elected position, so "he couldn't even be elected Dog Catcher" doesn't really have a meaning.)
