It is a good moment because it's consistent with both Alarak's driving motivation and his cultural background. In other words, it is good because, when he says that, your immediate reaction is "Yup, that's something Alarak would say!"
“Peace is a lie there is only passion / Through passion we gain strength / through strength we gain power / through power we gain victory / through victory our chains are broken / The Force shall set us free”.
Alarak : "I don't think you are an idiot. I KNOW you are an idiot ; but that is not the question at this moment. You have bodies, enough to bury my enemies, whom I deem even bigger idiots than you are, and suffocate them under their mass. The question is not your intelligence ; the question is whether you are willing to spend a thousand warriors, to gain a million more."

Implores Artanis to act swiftly and help him take control of all Tal'Darim. When they arrive at Slayn, he then contemplates, slows down and asks to be patient and consider "preparations" Oh Alarak...
He’s patient and calculating in his own endeavors, but everything else is an inconvenience that must be dealt with as quickly and efficiently as possible.
He urges you to get to slayn so he can start. However preparations are needed to ensure validity of his claim to the title of highlord and that no one will challenge his rule
Let's take a moment to appreciate that Alarak is capable of keeping Ma'Lash, the most powerful psychic of the Tal'Darim, in a stalemate WHILE HE IS BEING BOOSTED BY AMON, A -LITERAL- GOD. Alarak is arrogant, but he's entirely justified in being that cocky. The man is a class 10 psychic by himself at least. If he had been sided with Aiur during the brood wars, Kerrigan would have had her ass handed to her ; it reflects in his unit as well. Even on Brutal, you can do his entire segment with just Alarak, only using vorazun for where blink is necessary. Seriously, try it ; it's not even hard, Alarak is just a broken fucking unit, and he would be balanced only by costing 80 supply by himself.
Pair him with Fenix in Co-Op and anything you point them at will just die, Use Arbiter to lock down a chunk of units, then Praetor to CC something for Alarak to murder and you should have time to make yourself lunch and a new "I'm in danger" meme, before the units hit with stasis un-freeze (then promptly also get murdered).
Most protoss leaders, except Vorazun maybe, are class 10 psychics, since Vorazun uses her psi to be all assassin like instead of almighty power. Remember, Artanis literally held an entire swarm by himself for a few minutes, and while people think of him as a Zealot type, in truth he's probably the most powerful Templar the Khalai have. Literally the only person Alarak respects among his kind, probably seeing him as an equal. If you click on him during his first visit on the Spear of Adun, he just tells Vorazun she's not worth his time, and pretty much treats everyone else with disdain and minimal interest. Yet, somehow, he's quite interested in Artanis. I will admit, I didn't like Arty much even as a protoss fan, but after LoTV he became one of my all time favorites. Is he cliche? Yes. But he's a well made cliche. Dude practically carried a whole galaxy on his shoulders at one point. Not sure about Kerrigan, though. She's a class *12* psionic during her Queen of Blades phase. Who knows how stronger she got post-Zerus. Alarak would surely struggle a lot trying to put her down. Remember when she almost lost to a Hybrid? Turns out she'd been fighting them FOR DAYS without rest. Most protoss would collapse from exhaustion at that point.
Artanis and Alaraks dynamic is just Artanis desperately trying to assert and maintain his authority while Alarak is so confident in his own dominance that he doesn't care. Its so hilarious

Alarak has always amused me greatly because he is this mysterious being that we first meet as he is glassing a sector without mercy. Your forces are quite literally outrunning his lasers, and somehow, despite everything he throws at you, you arise victoriously. You know that he's not messing around. Then he arrives, quite literally boarding the ship on his own and singlehandedly besting the matriarch, he does so with the intention of gaining an asset in his fight against Amon. This is one of my favorite details about Alarak because he let his actions speak louder than any demands. He threw his own weight around and even broke free from his imprisonment on this ship. All that just to tell Artanis' people that he needs to be saved and I thought about it. But why does he need him? Simple, because if someone is crazy enough to stay on the planet while it is being glassed, outrunning his fleet and succeed in besting his defenses despite all the odds against him, well, what better ally to have than one that has circumvented all his expectations and overcame the powerful yet prideful Tal'darim. Maybe Alarak and Artanis have conflicting perspectives on how to deal with their people and their cultures and Amon. But Artanis, in the end, proved to be the one lucky bullet needed to help him gain his status as Highlord.
