Well, there really is not such thing as "getting access to it". The signal is out there for any person to pick up. You just have to know the frequency, and of course have the right equipment to pick it up. I initially found the frequency on RadioReference.com and it's been programmed onto my radios for a long time. Because I sucked the programming files off the radios that they gave me, I got all the Illinois Central frequencies around the state, and they're all now programmed into this radio.
I can do that, but the problem is that my tutorial video will not work for every NX-800, because every button on the front is programmable, and everyone will have their radio setup differently. I'll still do that at some point, though.
Try the RadioReference.com database. Look up your state and county and there should be a "schools" or "school buses" section which will have the radio frequencies that are licensed out to school bus companies in your county.

Her radio could have been turned way down and she was unable to understand what they were telling her. She could have also been distracted when they were trying to talk to her.
Not sure if the drivers are permitted to use GPS. My driver says she doesn't know the policy about that. All the drivers just usually radio to base if they need help with directions. The buses aren't fitted with GPS units for the drivers to use, only units that can track the buses. The driver would have to take out their personal device and put it on the dash or something, and they can't be using personal technology while driving. But like I said, I guess no one really knows the policy on that.
Maybe that'd be a good idea for them to cover in a safety meeting. That and how to use their radios. I'd probably teach that better than anyone there, haha.
