They mentioned RJD's workers used to loot the ballot paper box from the voting booth and used to replace it with their own. Or threatened people and sent one worker with voter inside to cast vote to RJD. Many more stories are there. You will know when you go to bihar and talk to those people who suffered in all those 15 yrs. The very first time in strict voting happened, he lost badly.
