White smoke is also caused by a MAT (Manifold Air Temperature) Sensor. Also the Glow Plug Relay in a pinch if you can't get out cause you're snowed in, but need it working you can pull them apart and fix em until you can get a replacement. Not knowing anything about what you have done so far it’s hard to advise ya. However it seems that you have determined that you may have ipr trouble. Don’t swap hot and ground. If you want to test to see if the ipr is physically working but having communication issues then just unplug it and make a jumper wire set. I use a spare ipr pig tail with gator clamps on one side. Connect hit and ground respectively to the battery. This will fully close the ipr and give max psi on hpop. See if she’ll crank but don’t run for long at max psi. If she cranks and runs then you have a communication issue. Could be a component but more likely bad wires.
@@justicebruno5249 no sir. The glow plug relay shouldn’t have anything to do with fuel bowl heater. Now the fuel bow heater is on the same fuse as the pcm so when the fuel bowl heater shorts out it usually pops the fuse which kills power to the pcm. You may want to start there.

I just replaced mine because it wasn’t working and I had broken the plastic on top trying to use a screwdriver to jump the glow plugs

What happens if you switch the signal and ground wire the red and orange wires …been having issues with my 99
