I think it's actually so good that he doesn't feel the pressure of being QB1 straight away. It gives him time to relax and develop, hopefully into an even better QB
Right and also all those injury concerns become really irrelevant when you let him sit for 2 years or so. His body has time to adjust and well fully heal from 4 season ending injuries and two long college football seasons. This makes him less injury prone in the long run.

Penix can take his time learning the playbook and build up confidence thru this season practicing in the offense the Falcons want to run with him. I doubt Penix sits more than one season if he really impresses and can read defenses. The Falcons have to pay Cousins guaranteed money anyway but after learning the playbook and offense if Penix gives you a better chance to win they will probably play him.
