1795 $5 Gold Half Eagle Small Eagle PCGS VG8 CAC recently sold on Ebay as a BIN for $28,500.00 Historically speaking, these should be worth much more than current value. Am I wrong in assuming this?

The PCGS price guide in vg8 is $25,000, factoring in a premium for the CAC, and $28,500 seems like a fair price.
