Let me reassure you. Government contracts are not the purview of a president. There are processes in place, and the decisions are taken by the various state departments.

There are procedures and protocols in place to try to prevent (or limit anyway) fraud and cronyism, so the president doesn’t make those decisions. They are made by the relevant state departments using the tender process. Obama as president is not to blame for Musk's government contracts.
