The referee is the one who tells the lineswoman when to raise her flag. There's a clip somewhere of an A-League referee miced up, and it shows that the referee is in communication with whoever is working the sidelines when to signal offisde, foul, etc.
@@dylanmuller7769of course they are communicating, but that doesn't mean the ref makes all the decisions alone and he definitely doesn't tell the linesmen/woman when to raise their flag. You can clearly see her hesitating, why is that if she's not even supposed to make the decision?

The linesmen has to wait for the referee to call the foul. If there is an obvious foul that the referee missed then they need to raise their flag.
That explains her hesitation, she thought that the referee was about to call it but he did not.
