How do shamans do it? How does that burst work?

The one shot build. Basically pop cds, precast SK, use NS Eleblast into insta LB and the overload procs do huge dmg.
I think after that with 2 set you can primordial wave for another eleblast.
I might be missing some things but that should be it.
Maybe badge is used too.

To add to this, stacking crit, skyfury totem, volcanic surge talent, icefury for increased nature damage, and surge of power before each storm keeper lightning bolt for additinal overloads, maybe even power of the maelstrom and master of the elements for more damage
