What a good man. Using his pain as a tool to educate is an amazing talent. Yes they are making money but I look at where they are spending money, rebuilding and education, but they are opening eyes as well.
What has been glossed over is the actual CAUSE of the 20+ foot wave of water which surged into the city. The men who drowned their mostly black fellow New Orleanians were the members of the New Orleans Levee Board. They refused to implement the U. S. Corps of Engineers proposed plan to install LOCKS or FLOOD GATES to close the canals which pumped the rains from the city into Lake Pontchartrain. These men were appointed by Mayor Ray Nagin. When Amtrak offered to send a relief train while there was yet time, he turned it down to keep his “chocolate city”, then flew with his family to Dallas. The guide may want to look up the Flood Protection Authority. This is a state agency, with members appointed by the Governor and an advisory council. At least one member must be a certified civil engineer.

The truth is that those areas tied to critical and desirable industries have come back. A lot of stuff that isn't really viable shouldn't and isn't coming back. Some of this is getting to be ridiculous. I'm from Baton Rouge and during a hurricane at the beginning of the 70s, the top of the school I was in was ripped off. We have had to deal with flooding. Flooding is easy to handle compared to tornados.
