There is not enough usable space for this operation.(repeatedly, I had followed your instructions)

Even when I clean it it still says raw not unallocated and when I do create partition primary it gives me an error saying no usable free extent could be found and when I try to format it anyway it gives me an error saying the parameter is incorrect and I can't format it normally it still says windows was unable to complete format after cleaning it in diskpart can someone help?
