This video shows my technique for removing gut hooked circle hooks. Regardless of how careful we are it happens and being able to remove the hook cleanly and without further hurting the fish is the most important thing. Haven't fished up that way but I know they do well on stripers. I'd find some shore ledges with moving water, either tidal or river outflow, something with deep water near it, white water from surf is a plus too and hit it at dawn and dusk. Top waters, pencil poppers, even sinking stick baits. White, mackerel or herring patterns during the day or black or purple at night. There is always the trusty slow retrieve on with a nose hooked eel too.
