Not even shocked or surprised. If Police really cared about our communities, they would do what is in our best interest. We cant even get our children arrested for offenses while under drug addiction. Stezza broke in my room. Stole my beer, laptop and other electronics. I reported the case to police, Stezza was arrested. I provided police with evidence. The following day I see Stezza on the road, no court case. 2 years later, case closed.
5 million dockets missing is a slap in the face to our public, this shows the lack of care and corruption that was present before the GNU. I hope we can one day feel safe in our country again, we have more than enough resources to do so, the time for excuses is over and its time for action. My challenge is that RSA is strong on curative approaches;will not be effective. We are a sick and traumatised society; a preventive approach is key. On SaturdaY he was noticed in PIMVILLE SOWETO bY some of our familY members theY've told us that on SUNDAY ' Then on MONDAY we proceeded straight to JABULANI POLICE STATION to meet with the I O we told him that the VICTIM was last seen on SATURDAY He laughs at us and told us that the there is no such the VICTIM is in PRISON nd on his last appearance in PROTEA COUR was given a date to HIGH COURT FOR THAT MURDER CASE ! FOR ARGUMENT CASE WE KEPT QUIET until the date arrives ! Then on that date went STRAIGHT TO HIGH COURT guess what the SUSPECT nd the I O were no where to be FOUND TILL TODAY .
The problem is the lack of detectives, yes. Back in 1994, detectives were carrying something like 100 dockets at a time, on average, and that was already untenable. When you get to that situation, you have to "get pragmatic", and clear things down to the cases that have prospects of success. So if the "detective load" has risen to up to 400 (!!!) cases, I'm not surprised that prosecutors are pruning things to a realistic level, radically. The problem with a lot of murder and rape cases is that as soon as there are no leads, you can't just have a "Magnum PI" arrive to fix that. The problem runs deep, down to things like problems with forensic science shortfalls. But you can have the best science on Earth and it's not going to turn itself into a lead. So the "dead dockets" need to be evaluated in terms of some kind of "winnability metric", rather than by the seriousness of the offence. Yes, you need to try harder with a murder, but if it's at a dead end, it's at a dead end, and working on the case diverts resources away from cases that could lead to convictions elsewhere. (The "dead murder docket" problem also goes back a long way. We were "the murder capital of the world" for a while. That leaves a lot of unsolved murders on your books forever.) In some ways, this is an international problem. If fighting crime in South Africa gets even more difficult, that means that committing crime here becomes correspondingly more easy, turning this country into a kind of safe haven for criminals (which has arguably already happened). So maybe one thing to try could be to offer the detectives of low crime countries the opportunity to develop practical skills here. For them, our high crime might count as a kind of opportunity. (It would have to, since it would require that country funding the investigators sent here.) The value proposition, then, is in reducing their own crime problems by reducing world criminality, and more directly, in practical experience opportunities. That's not that much different to the foreign doctors who come here because our health care problems offer experience (in addition to the desire to simply serve that motivates most of them, primarily). We have lots of violence, so our ERs offer lots of experience in dealing with that kind of trauma. We have a high road accident rate, so again there's experienced to be gained here. So why not try to apply the same kind of thinking to at least some crime? You might find that some war-on-drugs countries would be happy to buy out our "DEA" lock, stock, and barrel, mainly in their own interests. You don't know until you ask, hey?
More forensic staff & facilities are needed. Better detective work is needed. Most of these cases are perpetratedby the same criminalsor gangs. When a crime is reported the 1st thing they tell the victim is to bring a witness otherwise they close the case. Some suspects pay bribes.

My challenge is that RSA is strong on curative approaches;will not be effective. We are a sick and traumatised society; a preventive approach is key. Rescuscitate and support uBuntu - raising programmes. Values! Values!
On my visit to Botswana; i was pleasantly surpriset to see a that they had few and old police vehicles but crime rate was so low. Our approach is about throwing money at the problem. Latest models of vehicles; more warm bodies employed, now more digital.
Yet, shortage of educators, nurses, doctors, social workers etc.
I now know who's getting my vote next elections!

My domestic violence case was never registered and the guy was never arrested for that matter, he again came with the gun attempting to kill me and the security fought with him not to come to where I was, with 5 witnesses on the case, the 2nd case was still closed because of supposedly "no evidence" and the 3rd time they arrested me to create a counter charge. MY Brother was brutallY short and killed in 1998 bY someone who is well known to US ! He got arrested after some while 'then appears at PROTEA MAGISTRATE COURT COURT ! He was reminded to SUN CITY PRISON ! That was Thursday ! On SaturdaY he was noticed in PIMVILLE SOWETO bY some of our familY members theY've told us that on SUNDAY ' Then on MONDAY we proceeded straight to JABULANI POLICE STATION to meet with the I O we told him that the VICTIM was last seen on SATURDAY He laughs at us and told us that the there is no such the VICTIM is in PRISON nd on his last appearance in PROTEA COUR was given a date to HIGH COURT FOR THAT MURDER CASE ! FOR ARGUMENT CASE WE KEPT QUIET until the date arrives ! Then on that date went STRAIGHT TO HIGH COURT guess what the SUSPECT nd the I O were no where to be FOUND TILL TODAY .

The problem is the lack of detectives, yes. Back in 1994, detectives were carrying something like 100 dockets at a time, on average, and that was already untenable. When you get to that situation, you have to "get pragmatic", and clear things down to the cases that have prospects of success. So if the "detective load" has risen to up to 400 (!!!) cases, I'm not surprised that prosecutors are pruning things to a realistic level, radically.
The problem with a lot of murder and rape cases is that as soon as there are no leads, you can't just have a "Magnum PI" arrive to fix that. The problem runs deep, down to things like problems with forensic science shortfalls. But you can have the best science on Earth and it's not going to turn itself into a lead. So the "dead dockets" need to be evaluated in terms of some kind of "winnability metric", rather than by the seriousness of the offence. Yes, you need to try harder with a murder, but if it's at a dead end, it's at a dead end, and working on the case diverts resources away from cases that could lead to convictions elsewhere.
(The "dead murder docket" problem also goes back a long way. We were "the murder capital of the world" for a while. That leaves a lot of unsolved murders on your books forever.)
In some ways, this is an international problem. If fighting crime in South Africa gets even more difficult, that means that committing crime here becomes correspondingly more easy, turning this country into a kind of safe haven for criminals (which has arguably already happened). So maybe one thing to try could be to offer the detectives of low crime countries the opportunity to develop practical skills here. For them, our high crime might count as a kind of opportunity. (It would have to, since it would require that country funding the investigators sent here.) The value proposition, then, is in reducing their own crime problems by reducing world criminality, and more directly, in practical experience opportunities.
That's not that much different to the foreign doctors who come here because our health care problems offer experience (in addition to the desire to simply serve that motivates most of them, primarily). We have lots of violence, so our ERs offer lots of experience in dealing with that kind of trauma. We have a high road accident rate, so again there's experienced to be gained here. So why not try to apply the same kind of thinking to at least some crime? You might find that some war-on-drugs countries would be happy to buy out our "DEA" lock, stock, and barrel, mainly in their own interests. You don't know until you ask, hey?

When a crime is reported the 1st thing they tell the victim is to bring a witness otherwise they close the case. Some suspects pay bribes.
