I have make this one as like as your tutorial, IR sensor and all others working fine. but, motors are not rotating without I rotate the wheel with my hand. What should I do now? Please help me!
I took 250 RPM which wheel is moving forward and 200 RPM in which wheel is moving backward. But, it still have to rotate the wheel with my hand.

what is the use of ultrasonic and ir sensor .... why are they used simultaneously?
Ultrasonic sensors use to measure how far away you are from an object. On the other hand, IR sensors use Infrared light to determine whether or not an object is present.

and connect gnd (Ultrasonic+ir) anywhere on gnd on motor shield
