You might be accidentally counting the chain at the start of round as a stitch. Try using a stitch marker in the first stitch of the round and be sure to count your stitches at end of each round before you slip stitch to join.
Yes you will need to decrease at same multiple, which is 8. Ch 2, hdc in the same as join and in next st, hdc2tog in next, repeat around, sl st to join. This should give you 24 sts.

I know. It just feels more natural to hold the yarn this way but I know everybody is different. Science Camp sounds so much fun!!

For this pattern the ch 2 is not counted as a stitch.
