Bhava chart ennathu dasa samayam aanu main importance nalki nokendathu. means if you are running with venus dasa time you will get results of venus where it placed in bahava chart. Here in your case it placed in 12 in rashi chart. rashi chart indicate what you are as a person. remember in rashi venus 12 house.
Mainly you are going to experience venus 1st result at venus dasa time only, but some part of this character you can see in the personality. Check out which is your "yogi planet" here. if venus is yogi planet, then it will not going to give any negative results.
Also time of the events (related to relations) also analyzed here. you know saturn 7.5years time started for you 2020 January from lagna (for Aquarius people).
Here, just seeing Venus position, for an example i would say, Lord of 4th and 9th is placed in 12th house means the persons luck and happiness connected to a foreign land and Capricorn is natural 10th house and also it shows some professional connection to foreign land, with Permanent residence .. specially in Capricorn, and acquarious Venus is Benific planet.

OK.. its really interesting. Now Civil service attempts for General category is 6 right. How many attempts you made??.. You already made your sufficient efforts on studies and you got an idea and knowledge to crack exams in prilm and mains Right. Now technically you are in the just one step behind to crack it. so don't think negative side. just think positive and believe in you and you are going to crack it. don't think about astrology and luck factor now. Luck will not help people entire life. its handwork and right directional thinking going to give success in life.
On a side Note: I too appeared in Civil service. 2007 to 2010 time with economics and public administration optionals (in mains). I couldn't clear exams with these optional's, i made my 4 attempts. and those days we should appear in Prelims with One optional subject and i opted economics. I think veerappa moily administrative reforms commissions recommendation introducsed CSAT, After 2010.
After my 4th attempt result in 2010, i returned to IT industry, and Now I am in a leadership role with an MNC. What i am proud about my life is, as you know.. its my dedication towards civil service. i couldn't clear my exams, but i did it my best level.
So don't worry about failure now. Just focus positive side of your efforts.
