As a Chilliwack resident I have seen and experienced the behaviour of reckless drivers. But contrary to stereotypical assumptions, none of those drivers were teens or new drivers. I have driven through this intersection and I can assure you it is probably the worst intersection in all of the Fraser valley. When approaching the intersection there are several blind spots caused by the hedges on three corners. All of which force the drivers to creep into the intersection to see beyond the hedges before turning or going straight. Additionally, the crossroads are staggered and not concurrent. Which is confusing and forces drivers to make sharp or wide and awkward turns. And of course, the intersection is not a four way stop which creates the illusion for some drivers of having the right of way. This, combined with three crosswalks, and a staggered intersection, could be the reason why so many people make mistakes here. Some of the scenarios I can understand, but of course there is no excuse for stupid or reckless driving. My two cents.
Here in Penticton, we also have a few high incident intersections bordered by tall hedges, that by city bylaw are not to be over 1.3m, but this is not enforced. Just waiting for a shrewd lawyer to use it in court against the city coffers.

Why do people back up in the middle of the street for long distances? Are they showing off? Do they not know you can drive forward? Is there something wrong with the vehicle that prevents it driving forward?
You see, the parking lot across the way is the Ole' Transmission shop. They arent so proficient, so about half of the transmissions they rebuild get locked into drive or reverse. The ones who drive straight over the beltways are the ones locked in drive. They really should try fixing it sober one of these days......
hate to say it but that guy on the bike was totally in the wrong there.. hope he's alright, but he just went through an crosswalk totally blind without checking for cars, and there was no way the truck could see him till it was too late.

That intersection needs and big sign under the stop sign that says 2 way stop. But then again you have to do a complete stop in order to read the sign. When did stop signs become suggestions?

That's a good point. It seems like people have to pretty much pull into the street to see if there is oncoming traffic. Still insane drivers though.
