it's default installed on linux, it seems. it is part of the ladspa plugins. you can install them for windows here: www.fosshub.com/Audacity-old.html (find "LADSPA plugins for Windows - Installer", latest version) after installing reopen audacity, then go to "effect" > "add / remove plugins" and find the decimator plugin (should be decimator_somenumbers) then select it and click the "enable" button on that dialog box.
