    Because of the "Standing Spin", this is definitely "open level" material. Standing spins are very common in dancesport routines/combos in Modern Waltz, as well as in demonstrations.
    The end of the Standing Spin is what I perceive as a "hover stretch" action as the PP happens, before both dancers precede with the next step. This happens as soon as the rotational action in the standing spin comes to a stop. This keenly allows the continuity of the "flowing action" needed in the characterization of the waltz.

    A waltz with contact, including hands, should be called 'C Waltz', and a waltz with no contact except hands should be called 'N Waltz'.
