After torrential rains lashed the United Arab Emirates, the roads of Dubai have turned into rivers. Flash floods have submerged roads and houses in the city. The flooding also halted operations at Dubai International Airport which is the world's busiest air hub for international passengers. The operations were suspended for 25 minutes on Tuesday, while departures resumed later in the evening but remained plagued with delays and cancellations. The authorities have extended the remote working system for government employees for Wednesday while schools continue to remain shut. Videos showed vehicles wading through knee-deep water in the streets. The desert city has received rain worth at least a year due to a storm that has hit the Arabian Peninsula.

They never had mumbai like rains to ever worry about, so it is understandable.

So the construction is not as like india
There are reasons behind it. Dubai is hot and dry for most days of the year, so the infrastructure is designed to withstand hot and dry weather. And Dubai's soil is mostly sandy making it difficult to build proper infrastructure for drainage and sewage, but since technology is catch up they recently started to build such infrastructure to fit such rare weather conditions.
Cant do drainage; it just fills with sand; think about it

Dubai’s weather is really pleasant from October until April, the average temperatures are around 18 degrees in these time frames! This year it has rained very frequently during these months, and it is not cloud seeding! Dubai is nearby the ocean, so due to the low pressure created, the rains are common during these months!

Dubai has poor sewer systems and this could be work of nature or overuse of cloud seeding
Dubai city must be at sea level, with Plinth of houses/buildings couple of feet above ground level.
Besides, when the sea too is in high tides, the rainwater will stay on land.
All those expensive supercars with low slung chassis will need a five figure repair bill...

They were wise enough to think of allllll these details they have on making spectacular landmarks but didn't think of a drainage system. If you want to top the elite you better have all catastrophes covered, they can do things that still shock me and I'm aware of alot.
For everyone who dont know facts about ancient climates. Many scientist says, the world is drying up. But it is only transition state, because continents are warming faster than oceans. Acording to USGS long running project PRISM the midddle pliocene was warmer than today and much wetter. Sahara desert was half of today size and arabia, australia, american deserts were mainly savannas and steppes containing huge lakes and rivers. Something similar will happen again in not far future. Hotter seas and oceans makes stronger evaporation and then stronger rains and monsoons. Even on desert countries like emirates and southwestern USA. The hadley atmospheric cell frontier will shift slowly to south and north.
Dubai should think about water harvesting.with help of this rain water.
