Why would anyone buy the Shovel tank for 15k or 12.5k when they can get Centurion 5/1 for free? A crazy collector that are willing to spent that much maybe. E 75 TS was my favorite tier 8 heavy tank until techtree Caernarvon take the crown. Both Chieftain & Type 71 would be beaten by it, when played in pubs (which is my reference) Chieftain is also only hulldown, except it can be penned hulldown much more easily (still a great tank) & Type 71 simple is less adaptable due to less gun depression, less mobility or both depending on + depr or + mobility, but that tank has a generally stronger armor profile. It's undeniable that the current meta in blitz continues to be mostly hulldown, and the Concept 1B not only excels in it, it dominates it, only being overthrown by targets like the Type 71 in competitive due to their armor when pushing in with 5 ppl on a spot (not gonna happen on pubs, especially not a hill). Also, the Concept 1B manages to be an armor profile people struggle with even now, a year after the tank's release. The tank's also mobile, boasting 45 km/h top speeds it can easily reach with high power to weight. I mean, the amount of times i've blocked 3k+ in this tank exceeds far beyond every tank I own (and I own some armored boys, like the S conq) by a long shot. I will say however that the 9.1 balance changed heavily hurt the vehicle, as they took away 2 things which countered weaknesses. Namely; - 5° of turret traverse speed. It can really be felt, and the side of the turret on this tank is flat, making it harder to 2-3v1 with it than a Type 71 - Hull armor being nerfed made the hull more easily pennable, mainly by TDs when it's slightly overextended, causing users to bleed when they think they're safe. I can definitely see your guys' points, and fyi, the tank's not worth it's price, but it is extremely strong, especially when played well.

i would say the chieftain is OP cuz it has armor it has great gun good elevationa nd depression angles incredible DPM and decent pen and ofcourse the turret armor
