Looking at lake Mead at the end can tell you how dated this is. This is easily from the late 1970s. Lake Mead today is a few hundred feet from being a Deadpool. The yacht basins they show are at least 5 football fields or 500 yards from any water.

They can't be recycled easily. Very expensive to do. Lots of tires end up in huge piles which are dangerous if set fire. There was a push years ago to start using fine ground tire rubber and glass in asphalt but Quaker State put the stops on that as the largest supplier of raw asphalt mix.
