They just joke because Mark has (in his words) a “disposable income” and Bob and Wade still need to be reasonable with money. Wade’s not actually poor, just poor compared to Mark.
At one point, Wade himself comments on how it has somehow devolved from "It's his birthday tomorrow, give him subs!" to "He's about to be evicted from his house, give him turnips!".
