I agree with Joe. Who tf unironic likes Naval battles. Fleets are only usefull in one way. To bring troops fast to areas over sea. Otherwise most players avoid naval battles like Aids. It costs to much what could spend at more troops and they often just make no fun. Naval battles had their high in Empire and that says a lot
