I wouldn't say it's "impossible", you can absolutely fling water out past the catch. I think the important thing is that it'd just feel like a slight drizzle to those on the street.
No, remember that these kind of pools are federally regulated when placed on top of a building like this now. If water should escape the catch pool, a focused laser + camera system will evaporate the droplets before they even fall below the top floor. I know a few pools that are still sitting dry due to this.
Actually those systems are very cool, and not very expensive just looking at the hardware (though you'll still pay a lot for the system as a whole, the software is what you really pay for). The system doesn't havy any mechanical parts, that's why it's so effective - even when there are nearly over a liter of water in the air! Basically the laser uses a liquid crystal lense to focus the beam, just like in an LCD display. So the laser can be focused on thousands of different points/directions within a second! Since electricity (or rather electrons) moves a lot like waves in a wire, the lense can be focused nearly instantly (changes to the current propagates at the speed of sound). The limiting factor of systems like that is the desicion making of the camera system, i.e. where to focus the beam. Actually the camera will usually only capture 20 frames a second, since each frame can't be processed faster than that anyways. But the system only needs to capture a droplet in 2 sequential frames before it can just predict it's trajectory instead, and can then plan out how to focus the lense + fire the beam in a sort of queue. However all frames will still need to be processed as not to miss new/additional water droplets. I think that nearly all, if not all, of these systems uses an additional sensor for detecting rain, and just stops if it's raining. I've seen demos of AI models that can discern water droplets from rain droplets, but they need a super high resolution camera to work, and a high shutter speed (wouldn't work when it's dark/night due to the low exposure for each frame capture) - and a monster of a machine to run the model. So I wouldn't expect the separate rain sensors to be replaced any time soon, the system would use so much electricity that no one would even think of buying/installing it lol!
