It definitely looks like Parkinson's to me. It explains a lot. If you listen carefully, you can understand what Biden is trying to say. But his mouth musculature won't work fast enough. That's fairly classic for Parkinson's--it gives you stiff, shuffling gait, flattened affect, all the things he has. But cognitively I don't think he's as bad off as physically. Regardless, not the man to run the US.
