No, because Qiyana's burst damage is higher and she is harder to kite. Hence flashing one of her only few sources of damage is more efficient, considering if you only exhausted her she would still catch up and hit her abilities, getting you on way too low hp in the process. Besides, Qiyana is an easier champion to kill, your exhaust would have ended quickly and wouldnt be as efficient as using it to slow the ksante down for the longest time possible. Tl;dr: flashing out of the burst source of an assassin saves you more hp than trying to decrease his damage but letting him hit everything. Exhausting a champion like Ksante makes it easier to kite him manually. (not the case for Qiyana, exhausting her would not change the fact she would catch up regardless.) As a side note, there's a one big problem with spells such as exhaust/ignite on ADCarries many people fail to realize; which is, you'd need to take a little step forward and ultimately end up getting closer to the Ksante by accident to properly use the Exhaust. In this case and in many others, Qiyana had a higher movespeed, meaning she was distancing herself from the Ksante the longer she spent walking forward. Gumayusi wanted to buy as much time as he could walking away for this reason, rather than his cooldowns, since they were already back up by then. So using exhaust is a completely incorrect move, mechanically speaking, considering the step back it would require. And even if you wait until she is already on top of you to exhaust her to avoid the back step in question, it honestly isn't worth it, considering the level of precision you'd need to exhaust her during the dash animation would be a few times higher than just flashing her Q2 at the correct timing. To increase the chances of hitting the exhaust correctly, you would need to stop carefully moving your character to keep your cursor ready on the way of her dash, but the autopathing on league of legends is not reliable, that's why it is recommended to click as many times as possible and close to your character. Throwing away all of these essential fundamentals of kiting to exhaust the Qiyana is not okay at all.
Greetings! The amount of patience to not Flash away instantly, the correct rotation of spells and the perfect timing on Flash are indeed kiting mechanics. Not only that, right clicking and analyzing the movement of a player is also kiting mechanics. Have a wonderful day!
