I figured it out just in 5 minutes, lol. You must make your profile public to enable the share button appear. It's your option to choose that before your networks and colleagues can see anything relating to you. That's for privacy and why I love and trust Google @Google Cloud
Is there an official Google Cloud issuer Linked In profile, bc I can't see one. There's one for Google itself, for the Google Cloud Skills Boost, but I can't find the Google Cloud one.

the 'Google Cloud' issuing organisation doesn't even exist as an entity on linkedin. I am just going to choose 'Google' so it shows the logo
Badge Share option is not availabile on the completion of the skill course in profile.
Please go back to the page again and click on make my profile public then you will start seeing an option to share bagde. Thanks!

It is almost impossible to even download a pdf of your GCP certificate, forget uploading in linkedin.
