Rhiannon, Dubai takes their international trading reputation very seriously, particularly if non-resident/non-visa holder online grifters are e-commercing from their territory.
I would suggest searching for ''dubai e-commerce complaint'' then using The Dubai Government official portal page that links to all their complaint forms...they should be made aware of Maryjane's scamming whilst she is staying as a guest in their city...

The Guo Yi Tang brand she is selling suspiciously has no English or Chinese internet searchable results or history to it (except it was once the name of a massage parlour in Hong Kong some years ago it seems..!?!😆) & has all the indications of the services of one of the countless Chinese vendors on AliExpress who will effortlessly print, package & ship your own newly-created, private-labelled ODM products...rice water hair products included...
I think it's more Yao women product association than anything else, & perhaps our favourite(!) ever resourceful global traveling RUclipsr is jumping on this as an e-commerce venture/scam, but there are so many rice water shampoos available on Amazon, where you can buy at a good price & peace of mind you will actually receive what you've ordered...
