When i am contacting them they are only saying we will contact you at right time. But from Cara saying to contact the agency but they are not responding. What can i do then. Please suggest

Each district has a District Child Protection Unit or you can contact your state's Adoption Resource Agency, which is the higher authority in the state. After login the Carings you have to choose option HSR Report then choose the PAP name. Then you have to write remarks after that you have to choose accepted or rejected. Then you have to choose pdf file of HSR and then submit it.

No as per rule it is not allowed because at the time of Adoption you both have to sign on Adoption Paper.
