    Two reasons:
    1. Kolkata Trams do not always have separate tracks of their own. Often times shares with various other vehicles of widely varying speeds.
    2. Kolkata culture has shifted widely away from its British roots which means people are no longer patient, leisure loving. Instead they are all after what they themselves are not very sure of, running after ever changing global & national trends without clear idea and objective, like headless chickens.
Trams should have separate tracks and needs law abiding, disciplined, calm and quiet citizens which is rarity in Kolkata post colonial influence

Exactly and also kudos to you for the great observation !! But what do you think they should be modernized like Melbourne or should just shut down?

I feel it is important to make following changes given my experience in Kolkata
      1. Trams must have separate tracks even if that means running over short distance. APC road had that but was removed.
      2. Trams should be removed completely from congested northern kolkata roads or from.any roads where separate tracks are not possible.
      3. Trams should be modernised on the model of european cities and for Kolkata it is very important to have Air-conditioned Trams only.
The thumb rule for failing public services in developed and not so bad economies is to start fresh with those services as glamorous niche alternatives and expand for broader public once they gain popularity.
So maybe as heritage travel or office time conveyance,
One possible route - between New Town IT Hubs and Sector-V in salt lake through separate tracks even if that means not aligning with main arterial road.
The Other route could be around the Kolkata Maidan and covering as much tourist destinations as possible, but again on separate tracks.
      4. Not just modernisation of Tram carriages and machinery but also inclusion and modernisation of separate signaling system for trams and crosswalks and cross roads as well as erection of tram stations on the tram track spaces with ticket/monthly card vending machines for all trams and later on all types of public vehicles.
      5. Given the propensity of South Asians to be unethical in public space and misuse of public utilities they can think of equipping tram station platforms with entrance and exit gates not only at the entrance and exit of platforms but also surrounding the platform side of the tracks, like the way some metro railways have with few cctv cameras, security and attendants to oversee and minimise public misuse.
      6. I am sure air conditioned tram services in certain areas will become popular overtime within 4 or 5 years if properly monitored and handled.
For example many people were extremely pessimistic on workability of road traffic signals in Kolkata during Left Front rule but present govt. could make that work.
So nothing is impossible if there is a demand and I believe Tram services be extremely useful for both IT people as well as residents of scarcely populated regions with low public transport like New Town or maybe Joka or other satellite townships , provided they are not started as cheap service providers from day one
For average kolkata and surrounding region people it no longer matters if a transport ticket costs 2 INR or 4 INR.those days are gone.
And starting with some glamour induces enthusiasm and will attract general public in long run.

I found three interesting youtube videos to explain what I was trying to say:
      1. France TRAM systems
In many ways West Bengal and particularly Kolkata has vibes resembling France & Paris and interestingly France reintroduced Trams In their cities as recently as 2012.
I had experience in two cities mentioned in this video and can say Tram transport wherever available is much safer, better, cleaner and even Faster than Buses as Trams have higher priorities in the signaling system with only pedestrian and bicycling surpassing them.
      ruclips.net/video/5mVza6L3DHU/видео.html
Trams are slower than Metro and Suburban trains only but are much more comfortable than those two.
And in France buses & other road vehicles in most cases obey rules, does not create double lanes as far as possible, so they are quite comfortable and runs smoothly but yet Trams are better compared to them wherever available.
Probably due to the infrastructure and space needed for Tram tracks and tram stations they are not available in all locations but their network is steadily increasing as explained in this video:
      ruclips.net/video/5mVza6L3DHU/видео.html
      2. Comparison of different Trams around the world and Melbourne tram system is at the top in this youtube video:
I have no idea of Melbourne but to me Kolkata has similarities in culture with Paris.
      ruclips.net/video/Mgvn7Zk3TFc/видео.html
      3. Why trams are returning across major cities, concentrated around US cities.
      ruclips.net/video/RftqoygXXHk/видео.html
For US & AU the need is not that acute as in Europe I feel, because of the wide space available in US & AU unlike in EU.
      *****
Important points are, not only Trams it is important to have clear footpaths and also introduce Bicycle tracks inside cities.
For Bengal bicycle is extremely convenient.
      1. Many modern cities are also creating separate infrastructure for bicycles, with separate tracks and discounted rental options. They are extremely convenient, safe, clean and uncluttered mode of individual transport for both male and females of all ages from toddlers to elders unlike cars and motor bikes. They are extremely enjoyable too.
Thing is that they must be properly controlled and road awareness trainings implemented fir bicycle riders
      2. As mentioned in first video many France cities have expanded/widened their sidewalks or footpaths and for crowded places within older Kolkata areas and city centers this cannot be overemphasized. Pavements mist be cleared and widened in kolkata streets , they actually helps in smoother passage of vehicles and decreases road accidents.
      3. If hawker stalls are unavoidable those should be allowed only in designated areas and infact infrastructure created over the Tram stations for them , but pavements must be sufficiently spacy to accommodate all pedestrians.
Vehicle signalling system has been greatly improved in kolkata already but vehicular control on roads, prevention of double lines or multiple lines and replacement of Kolkata's traditional buses with modern options - both airconditioned and non airconditioned is needed.

Lisbon in Portugal has unique kind of single carriage trams capable of climbing hills. Lisbon is also nicknamed the city of seven hills.
While these are old fashioned they are heavily utilised by public because not all places and roads are easily approachable by buses, particularly inside old lisbon.
So this message is for Darjeeling GTA : They can think of introducing Trams similar to these Lisbon trams in Darjeeling, Karsiung , Kalimpong etc but with more modern carriages.
      ruclips.net/video/PeOKbIxXk9c/видео.html
I think these will become popular there.
Subsidised electric bicycles can also be introduced in the hills of North Bengal and Darjeeling with separate tracks for those.
Electric bicycles are very handy in hilly cities like Lisbon too

So many old buildings with beautiful architecture rotting away without proper maintenance in Kolkata while centuries old buildings in european cities r well maintained n have become tourist attractions. The tram tracks r also quite extensive though their slowness makes it impractical for commuters, if tram is not replaced with modern fast ones then whats the practical use in keeping it running just for nostalgia. Its sad seeing the potential of kolkata n the current state it is in, most underdeveloped metro city in India.

Wonderful video and gives insights into the happenings and feelings of the powers that ruled Bengal who never appreciated the benefits of tramways. Also appreciate the comparisons between Kolkata and Melbourne Tramway systems where one is disappearing into history and the other flourishing with new technology and will of the people.

The whole country is trying to become a lot like what US was in the 1950's. Massive investments in road networks, air routes which will only drive more car sales and air travel while slowly killing trams and rail network.

See I appreciate your video, very well said, I am also a RUclipsr which posts content only on Trams. I was just wondering that from how many different videos you have taken the Clips of Tram! I'm talking about the Vintage Ones! I have seen them all! And now you've used them in your video! GREAT! And that's not all! You've even used some of my videos! I can see them clearly at the end of the Video, the Tram Blockage by Cars.

We are extremely sorry that we have used your clips without your permission, We just wanted to deliver a good documentary about trams to the people. We will give credit for each and every clip in the description. We are a new channel and posting links in the description isn't unclocked yet it will take around 2-3 days from RUclips to verify our channel. As soon as we get verified by RUclips we will put links and credits for every clip used. Also we do not claim ownership of any of these we used all the clips to explain and for the educational purpose. And all of these come under fair use.
