Some people have commented about the time this actual "Repair" took but I far prefer to weld up and have a sound weld than welding down with more chance of inclusions.

Not agree. You Can be 50 years in wrong way. 20 years welding for me in many compagnie. I Saw so many Guy think there a good or correct but they where really Bad or juste correct. This angle is to much. The risk of inclusion is BIG I dont think that pass a radio test.
Question; it seems to me 128amps/3.2mm rod could be a bit to high for vertical welding . Could it be the electrode cable is longer as usual and therefor the need to crank up the amps a bit ?
Yes because longer welding cable, from work face More than 100 meters distance the welding machine, because safety officer can't allow the machine inside tankconstruction
His rod angle is perfect for vertical up root pass on a crack repair with no gap behind repair area. Love all these RUclips welders that don’t have a clue
Now any repair on a vertical or a Tee, always use that procedure and everything would be ok. How i know this is because I'm a welder / welding supervisor and i've been doing this work on gas pipelines,tanks, ship repairs and i also work in Dubai for two and a half years and England for 18 months , west Germany 18 months, Bahamas two year's and on the LNG plan with wesso for two year's, so from welder to supervisor and I'm still welding , the last welding jod i was on was for Touch- stone who's a Canadian oil company doing a cross country gas pipeline, so i've 34 year's of welding experience and that's why I'm telling you about what i saw on that repair.
@jacobstahl4561weaving limit allowed only 3 times as per using electrode dia.for example if you use 4 mm electrode. 4×3=12 mm. If bevel width is above 12 mm You must use multipass technique.
Repairs are not always due to welding errors, or errors from the welder, errors can be in the metal itself, or errors from the welding machine itself. And if you look at the horisontal welding below, it's NOT hand welded, but machine welded, my guess would be that it's flux welded with a 4 mm wire, or 2 4 mm wires, depending on the thickness of the metal. I'm an offshore welder, welding pipes for offshore windmills, we use machine flux machine welding, where we most of the time weld with 2 4 mm wires at once, and some times we use 3 4 mm wires at once, and we have multiple passes with these setups. We weld in steel from 80 mm to +140 mm. And we role these plates into pipes ourselves. And NO, the one "making" the error, DON'T do the repairs. You have specialized welders for that job, who doesn't do anything else, because you need to be sure, that there only is an error in a welding one time. 1 meter of welding repair cost more than +2.500$ where I work. Time is money, and thats why we work full 24/7 fully maned.
Per AWS D1.1 the maximum weave is 3/4". Plus it took like an hour to do 12" of weld. You'll be there for a week on that one joint if you don't start running some big wire.
D1.1 is a structural code😂. If this is being done here in the States? It's most likely being done under API 653 which covers repairs on tanks that were built under API 650.

It was probably due to a wire weld that a defect was detected, ground out, and 7018 stick welded for a proper weld. It pays by the hour btw! Lol

I would of used 4,00mm 7018 on that repair Cuts down on stops and starts
