I love to play that epic relic on Volibear: after he cleares the board he creates so many sigils any champion you get is free as most champions with doubled stats are titanic. I even got a free 60/60 level 2 Eddie a couple of times!

Oath is imo the most broken epic on low cost champs.

Oath with The Grand General's Counterplan, so you can constantly abuse them as blocker or get them killed otherwise and alway replay them if they started on board, and you left just enough creature mana open. So far, I don't have Oath, but TGGC is already broken enough on someone like Teemo.
Pyke with Gale Force and Persistent Echo would be another candidate, as he also wants to leave the board a lot and be replayed for his own reasons. You will probably mostly want to play him as Death from Below, but Oath gives him a plan b, if you have to play him from hand.

It's a cool relic, but you use it on the wrong champion. The heroes aren't fleeting, so Nilah doesn't copy them, and you generally won't play her again unless she dies, which is bad for her, as it also resets her level up condition.
It's a shame Katarina or even better Kennen aren't in POC, they would be broken good with this.
My suggestion, either use Teemo with The Grand General Counterplan, and use Teemo as blocker or sacrifice fodder every time he started the turn on board, and you have a fleeting copy in hand. You can replay him for just one creature mana and trigger the Relic again, and he doesn't have to stay on board to level up.
Another option would be Pyke. He has already the strong combo of Persistent Echo (+7 of him in deck and Champion spell cost -1) and Gale Force (Get Scout, at turn end return back into deck), which feels like that is what he wants to do, anyways. That way, he has a really high chance to be the top card whenever its your attack, and turn into Death from Below. With Oath of the Guardians, he would also come with a free level 2 buddy, whenever you decide to play him from hand instead.
