It's automatically deployed a certain amount when the landing gear is down. As I understand it, to help with stability in jet-borne flight. There is also a panel behind the nose gear and between the belly strakes on the Harrier II that is a Lift Improvement Device.

God knows... the F-35 saga will be at least the third time the RAF has domineered over the FAA and it has never ended well for the FAA... Early days RAF aircraft, RN ships. FAA formed with RN personnel and own aircraft, air ministry controlled/influenced disproportionately by the RAF, results in the RN entering WWII with hopelessly obsolete equipment. CVA-01/TSR2 battle, RAF wins... at first... carriers cancelled.... ultimately TSR2 cancelled as well... RN makes do with what became the Invincible class and Sea Harriers... even though the I class were originally intended purely to be the ASW component of the fleet with CVA-01/02 being dedicated fleet/strike carriers. Fast forward to Joint Force Harrier... the minute an RAF officer takes command of JFS the Sea Harriers are withdrawn from service.... even though the youngest FA2 air-frame was only 8 years old at the time.... essentially brand new.
