There were no dogs in Paris; no one could afford to feed them. Back then, dogs were purely working animals - hunting dogs, sheepdogs, guard dogs. Nobody would have ever sat on the streets there, the sewer system was only built in the 1850s, until then the streets were full of rubbish and feces. Of course there were no fire troughs, wood or coal was very expensive and nobody would burn it senselessly. Everything that was flammable was used for cooking and heating.
So you're talking about living in a third world country right now, believe me people not only sit but they drink and bath in dirty waters, Dogs they reproduce pretty fast, they eat mice, cats ....
