He's making an impression of the person as if he or she was a cartoon character. It's just an exaggerated, funny version of the person taken to the extreme. That's why, like, Alec Baldwin's Trump is never going to make anyone actually, genuinely laugh, because... why not just watch Trump at that point? I love his and David Spades podcast. Anytime Robin Williams comes up he just does a two syllable laugh of him. Also what made me laugh the most was his impression of Bob Dylan it was like "uhhhh!"

Tahoe 30 year's ago. The 'Outlaws of Comedy'. Gallagher. And Carvey. A week of comedians. Carvey did a whistling routine that literally resulted in it hurt to laugh. I remember holding the sides of my stomach.
